背景:

“聘任制公務(wù)員”現(xiàn)已成為了網(wǎng)絡(luò)上的熱詞。一直以來被稱為“鐵飯碗”的公務(wù)員職業(yè)也會(huì)提供“瓷飯碗”,吸引了眾多民眾的眼球。這乍看之下并不甚好的“瓷飯碗”似乎毫不遜色于“鐵飯碗。
最近,兩條關(guān)于公務(wù)員聘任制的新聞吸引眼球——在深圳4萬多名公務(wù)員中,聘任制公務(wù)員占比近10%。然而在首聘3年期滿后,竟無一人解聘;浙江首批5名聘任制公務(wù)員即將上崗,除了他們耀眼的學(xué)歷和專業(yè)背景,30萬元到60萬元的年薪也惹起了不少人的羨慕嫉妒恨。伴隨而來的還有一系列質(zhì)疑。聘任制是否是換湯不換藥呢?而高薪聘用真的確有所值嗎?為什么在深圳聘任制公務(wù)員的3年聘期滿后,無一人遭解聘?針對(duì)“聘任制公務(wù)員只進(jìn)不出”的怪相,一些人擔(dān)心,聘任制改革是否是換了外套的“鐵飯碗”。

It seems to be unimaginable for me to compete with thousands of curve wreckers for just one job opportunity in government organizations, but one of my classmates has participated in the local/national civil service exams for more than three times. Also there're still many people who have great ambition in this society, in their eyes, being a civil servant is just the preliminary step to realize their political ideals. All roads lead to Roma, and we should choose the job which would bring enthusiasm and passion to us.

Every bureaucracy has the inclination to protect itself, especially in China where the so-called supervision of people is only in theory. Sheltering your own people is always the unwritten law among the officials. And after a while when the dust churned up by the scandal rests and the passion of public wanes, the unlucky one will be reinstated or even promoted. This is the hard truth in China,a promising land which evades the democracy, thus turn into the den of bureaucrats.
