這道題我們可以從萬能思路中Effectiveness這個思路入手，那么大的觀點就是：Education is more effective than infrastructure in changing the world.

這是一個high level的觀點，比較宏觀，接下來我們要做的就是narrow down, 將一個high level的觀點narrow成一個middle level的觀點：

it is more effective for the government to invest in education than infrastructure because such an act generates greater long-term welfare.

有middle level的觀點之后，大家需要仔細的解釋一下，補充一些細節(jié)：

In the long term, people will be able to learn more knowledge, enhance their professional skills, and change the world they live in, instead of simply enjoying easier rides to wherever they would like to go. This is exactly the reason why we should spend more in education.

最后，將他們放在一起，就可以組成一個段落啦：
